Argument or a set of facts?

Just for my own understanding, if I am understanding it correctly, it isn't an argument but just a set of facts? Because I couldn't figure out the point the author is actually trying to make, and it just narrates what other groups think about the matter.

Great question. This is a tricky one. This is actually an argument,
but you're right—there are a lot of facts thrown at us. The conclusion
in this argument is that some biologists are correct in rejecting the
suggestion that the capacity for flight first developed in marine
reptiles. The other biologists refute the claim that the capacity for
flight first developed in marine reptiles by pointing out bats and
their lack of scales as well as nonmarine reptiles, which do have
scales.
